The first Cambodian Social Security Law, currently known as the Law on Social Security Schemes for Persons Defined by the Provisions of the Labour Law, was passed by the Parliament in September 2002.
According to this law, there are 3 different social security schemes to be implemented:
However, only the Occupational Risk insurance is functional starting from the end of 2008. It is currently covering 18 out of 24 cities/provinces such as Phnom Penh, Kandal, Kampong Speu, Svay Rieng, Preah Sihanouk, Kampong Chhnang, Siem Reap, Banteay Meanchey, Kampong Cham, Kratie, Prey Veng, Takeo, Kep, Kampot, Koh Kong, Pailin, Battambang and Pursat. As of the end of 2011, NSSF had roughly 700,000 members. The NSSF, a public entity with autonomy in administration and self-financing, administers the schemes of Social Security protection in accordance with the National Social Security Law and the provisions of the Social Security related Sub-Decrees. The daily operation is supervised by the Ministry of Labour and Vocational Training (MoLVT) while the Ministry of Economy and Finance (MEF) administers all finance related issues. All enterprises employing from 8 employees shall register with and pay the monthly contribution to NSSF. This contribution was initially proposed for 1.7%, but CAMFEBA could lobby for the reduction to of 0.8% of the total salary of the workers to be paid by employers.
